This report summarises the findings of the 6-month Innovate UK funded Bio-based and Biodegradable REGulatory NETwork (BB-REG-NET) project, carried out by BBIA, Green Rose Chemistry, and the The University of Sheffield.

BB-REG-NET aimed to understand barriers to commercialisation of bio-based, biodegradable and compostable materials (BB-materials), and ultimately by how adopting them, we can significantly reduce our reliance on fossil resources.

🗎 Their engagement with 186 individuals and 102 organisations concluded that a lack of overarching strategy has led to disconnected departmental policies that hinder BB-materials commercialisation, and regulations that are better suited to fossil-based incumbents.

📈 Due to the nascent nature of the sector, there is limited scientific data and evidence for robust development of regulations, detrimentally impacting the growth trajectory of BB-materials.

💬 Standardised terminology and adequate language for communication is missing, leading to consumer confusion and greenwashing.

💚However, evidence-informed policymaking should not be at odds with innovation. For BB-materials, where evidence is limited, or non-existent, it is essential to assess current efforts, explore novel ways to realise the benefits of BB-materials, and pilot new policies – which in turn will generate evidence for future policy decisions.

🗣️ Further work through BB-REG-NET is vital to provide scientific evidence, allow policy makers and regulators to understand the environmental and economic impacts of creating new policies, regulations and standards, and making alterations to existing ones.
